Elma Murray: Chief Executive, North Ayrshire Council

Elma Murray was appointed Chief Executive of North Ayrshire Council in 2009.

With a local government career spanning more than 30 years she is passionate about public sector services and their vital role in supporting local people and the most vulnerable in our communities.

Her passion for excellent public service is best demonstrated by her work over the last six years leading North Ayrshire Council's service reform through it's 'Good to Great’ journey, and in her other roles as Director of the Improvement Service, Public Service Reform Board, Urban Regeneration Company and a member of both the Wood Commission National Advisory Group and the Invest in Scotland’s Young Workforce Group. Elma has held several senior positions including Chair of SOLACE.

Elma has experience of working on elections since 2006 and since 2009 as a Returning Officer. Recently she has overseen successful General, Scottish and Local Government Elections, as well as 2 Referendums. She is focused on making Elections as accessible as possible for voters and candidates.

Elma was awarded an OBE for Services to Local Government, Education and the Economy in the Queen’s 2018 New Year’s Honours List.
