EMB Recommendations


While the Convener of the Electoral Management Board for Scotland currently has no statutory role as such in the Scottish Parliamentary elections, as at the UK Parliamentary General Election in May 2015 it has been agreed in the interests of consistency, the development of contingency and the promotion of best practice that the EMB would make a series of recommendations to Returning Officers and Electoral Registration Officers.  

Following discussion at the EMB on 27 November 2015 a set of recommendations were agreed.  These have been circulated to ROs and EROs and are available here

 The recommendations address issues including:

  • Ballot Paper Colours
  • Date of Publication of Notice of Election
  • Date of dispatch of poll cards
  • Date of first dispatch of postal votes
  • Ballot Paper numbering
  • The Official Mark
